Development Planning
Mandate
To provide short-term development planning services through operationalization of long and medium term development strategies.
Functions
The Division has the following functions:
- Management of the Public Sector Investment Program
- Provision of development policy services
- Coordination of population policy and programmes
Sections
The Development Planning division has three sections namely Public Sector Investment Program (PSIP), Development Policy and Population; with the following distinct functions:
Functions of the Public Sector Investment Program Section
- Prepare the Public Sector Investment Program
- Appraise and prioritize public investments that ensure that they are in line with national development priorities
- Develop and review criteria for developing plans, projects and programmes
- Manage the PSIP database
- Provide technical advice and assistance to line ministries in formulation of development programme proposals
- Prepare mid-year and annual development reports such as Budget Document No. 6
- Guide the integration of cross-cutting development issues such as population, gender, environment, employment among others into development plans
- Recommend for financing of approved development programs
Functions of the Development Policy Section
- Analyze and determine national development priorities
- Coordinate national adherence to global developments targets
- Provide input in formulating medium and long term national development policies and strategies
Functions of the Population Section
- Coordinate the implementation of National Population Policy
- Coordinate the integration of population variables in development plans, policies and programmes
- Coordinate and conduct population related research and surveys
- Coordinate the formulation and review of population related policies and instruments
- Coordinate advocacy on population issues to create and enhance awareness of on the link between population and development
